It's basically a chant of team support by New Orleans Saints fans ... the whole chant is "Who dat? Who dat? Who dat say dey gunna beat them Saints?" Rhetorical question ... "Who is it that says they're gonna beat the Saints? Uh, no ... no one is gonna beat the Saints!"
